Okay I'm working for a Pacific build, don't need points, level is not necessary, but what would be the good combination for a Rogue/cleric. This is for a budget joke, technically they still have only enough money to hire one extra person, but the problem is that they need both a Rogue & a cleric to keep them living! And I just can't see a Rogue/Paladin , even though there are plenty of cops that dual class but let's be honest were talking about medical, lay on hands is only good for so long. (Besides the one of treachery, kind of builds more like a Bard)

PS:I can't go with Bard because they're expensive, the joke is that, you can hire a cleric(500) & Rogue(300) And you're still paying less money than you would be hiring a bard[70,000].

Are there any other setting/house rules that we should know about?
I was doing Twilight Domain/Rogue (didn't have enough levels for a subclass yet), which was a pretty nice combo because it gives you Faerie Fire, Sleep, Darkness, and Invisibility; dark vision with no range limit, and advantage on initiative. Take expertise in medicine and depending on your WIS you'll have automatic success on stabilization after a couple levels - 'sacrificing' a regular rogue proficiency for this is even more worth it if you go Scout, since you'll get those extra expertises at level 3.
If UA isn't allowed, I could see either Trickery working, if you wanted to be light on the cleric, heavy on the rogue, or Grave domain for the ranged Spare the Dying (bonus action part is give or take, because of the Rogue options, but you can still cast it ranged even if it's your action).
Hey, if your locksmith business clicks then it is more then enough for you, it is very selling skill all over the world. If you can polish your skill and master it then you can getting customer regularly. I recently get the services from locksmith tampa fl they provide me best services and they are running their business at large scale. So it depends on you which filed you want to select.

Lucky for you I’m all up on pacific builds-if you would have asked for Atlantic, you would have been out of luck.
Human for the Healer feat Is pretty awesome.
I’d personally go kenku though as it sounds like a great opportunity to play one-bonus of being a master forger.

I'm using custom races, and a random number generator for that one. I got my Dragon turtles, at least she'll won't need her own healer.
IMHO, the best Rogue/Cleric combo is either a Bard, or an Alchemist.

It kind of depends on why you think you need a rogue.
If it is just for thieves tools, a regular cleric with thieves tools will work.
If it is for the skill proficiencies, bard would be good (still a great healer).
If it is for extra damage of sneak attack, then a paladin.
If this is an NPC you can just ignore class rules entirely and make a custom statblock.
