like lf l am proficent with,say,a bow,does that mean l am better at useing a bow then the wizard,or does it mean if you gave both me and the wizard a bow,only l would be able to use it? l think its the first,but l want to be sure,and l dont have acess to any of the books.

Being proficient in a weapon means you add your proficiency bonus to attack rolls made with that weapon. If you're not proficient, you can still use the weapon, but you'll be missing a lot more since you don't have that bonus.

But if you are both Lvl 1 (proficiency bonus +2), you have Dexterity 12 (dex modifier +1) and the wizard has Dexterity 16 (dex modifier +3), then the two characters are equally accurate with the bow (+3 to hit) - and the wizard will do more damage with it (d8+1 vs d8+3). Proficiency means you are more accurate with a weapon than another creature with the same stats would be if they lacked proficiency.
Proficiency with armor is a bit different. If you wear armor that you aren't proficient with it gives you a whole host of disadvantages. Just don't do it.

I mean, you still gain the full defensive benefits of wearing armor. But you have disadvantage on all STR and DEX rolls (skills, saves, attacks) and can't cast spells.
Still, if you put a commoner in plate, you greatly improve their survivability.
