I know of a story where an arrogant sorcerer called anyone without magic abilities a "lowly peasant"... until an urchin teen, who he assumed couldn't do magic, singed his hair off. Nobody's heard from him since. (He loved his glorious ebony locks, his reputation, and his obstinate view of how things were - all gone in a flash... literally.)

I think part of the answer relies on who's trying to identify a person who cannot or will not use magic and the purpose of identifying a person who cannot or will not use magic.
Is it pejorative? Is it the opposite - praising those who do just fine without "cheating" (if that's the local popular view of magic)? Is it merely an identity of heritage or culture with no slight present and, if so, is it a self-identifier from those who do not exhibit magic abilities or an identifier placed upon the people by others who use magic?
Many things in fiction find answers by asking more questions regarding the single questions.

Remember than in most settings magic casters are very rare, and even in wide-magic settings like Eberron or Ravnica people who could cast more than two cantrips and one spell per day are exceptions.

Usually non magical things in DnD are called "common" or "mundane". So perhaps when applied to people "commonfolk" could be used or something.
