Description
Ogres are hulking giants notorious for their quick tempers. When its rage is incited, an ogre lashes out in a frustrated tantrum until it runs out of objects or creatures to smash.
I want to make an ogre with goblins on it that acts as a mobile archer tower that attacks, anyone got something?
In Mordenkainen's Tome of Foes, there are stats for an Ogre Howdah that allows for four Goblins to ride on its back and gain 3/4 cover against attacks.

These monsters appear to be a favorite of the DnD's game design team, considering how often they appear in the DMG and other books.

in the video game baldurs gate 3 an ogre named glut got a headband of intelect and even got some access to spells

Basically, ogres may be sadistic, chaotic evil bullies, but they'll pull a sleigh to a local village and hand out Christmas presents if a storm giant commands it.
Why are ogres considered stupid? in most of the European folklore i have read ogres aren't normally portrayed as being dumb.
