More realistically, if I were to have a “colossal+” scale fight like that, it would likely be wise to treat each of the wings a separate target from the body, splitting its the creature’s HP between the three parts.

If anyone wanted to make a Ori and the Blind Forest campaign, this seems like the perfect creature to simulate Kuro, well, except for that abysmal Int.
Very cool idea, but it's not a beast; it's a monstrosity.
Also, pertaining to why it is a Monstrosity and not a Beast, it was CREATED by a god for a purpose, rather than being of a natural design.
The neat thing to remember is that it has animalistic intelligince, but is far less ontelligent than an actual Giant Eagle, which is a beast.

No, it clearly says Rocs were created by the god Annam, for use by the storm and cloud giants. They are essentially gargantuan birds, and thus can beasts, but its really up to the DM as it is their game and what they say goes eh?
The statblock clearly says monstrosity though.
I can also play a 500ft large demon warlord wielding a gummy worm whip if my DM says it's cool - that doesn't make it a good point in a rulings discussion.
