Talons. Melee Weapon Attack: +13 to hit, reach 5 ft., one target. Hit: 23 (4d6 + 9) slashing damage, and the target is grappled (escape DC 19). Until this grapple ends, the target is restrained, and the roc can't use its talons on another target.

how can u tame them? could a fifth level character tame one?
there is no concrete rules put in place for taming animals, if you want to tame them that is something your DM will have to try and figure out how to do. It will likely take a lot of time, gold and resources and might however have to involve raising one from birth seeing as to how fiercely independent adult Rocs tend to be (but that is just my personal call as a DM)
As for if a 5th level character could do it the answer is defenetly no for several reasons:
that is not to say it is theoretically impossible for an entire 5th level party working together to bring down a roc and tame it, just that there would be extreme difficulties in doing so. If you want one, talk to your DM and see if it is possible to have such an event incorperated into the campaign. Maybe your party gets a roc egg as a reward for completing a difficult adventure and is able to hatch it into a "juvenile roc" or something, using the stat block for a Giant Eagle to represent the child before it grows into an adult maybe. There should be a solution here that your group finds satisfying

They were created by the giant gods, if I remember correctly. Still definitely monstrosities, though.

A glacial blue hawk of monstrous proportions flings itself skyward, instantly blending into the grey background. Its piercing call the only indication it is still present. DC 24 perception to notice.
This can easily kill a lvl 11 player. The roc flies down, attacks the player with bite and talons, dealing about 50 dmg, then on its next turn flies straight up 120 ft, uses its action to attack again, dealing another 50 dmg, then drops the player dealing 42 (12d6) bludgeoning dmg, dealing a total of around 142 dmg. The avg hp for a lvl 11 fighter is 114, which would be dead in two rounds.

I absolutely agree. D&D has a real issue in delineating between beasts and monstrosities; in a magical world, the distinction for creatures of animal intelligence and disposition that are part of the regular ecology is arbitrary.
I also agree. They always were Beasts/Animals, all the way up through 4th edition.

True Polymorph reads, "If you turn a creature into another kind of creature, the new form can be any kind you choose whose challenge rating is equal to or less than the target’s" The Roc is a creature with a CR of 11 and by the time you're able to cast True Polymorph you're already level 17, far above the CR limit for the spell. Enjoy the 120ft fly speed! If you get the chance have another caster in the party haste you. 120 fly speed x2 for 240. Move for 240, action dash for a total of 480, then hasted action dash for a total of 720ft in a turn! That's a smooooth 81 miles per hour, or 131 kilometers per hour if that's you stuff.
The weird thing about this is that, as written, it can't use its talons (plural) if it restrains one target. So even though it has two talons it loses the ability to use both when it is grappling something.
The low int score could easily be fixed by casting Awaken on it, it gives it a language and and int score of 10.
