Technically, the DM does have the right to override anything done by the players but I have found that that takes a lot of the fun out of the game. I would still have it roll though.

My brother's bugbear servant has a dog. Long story short. The duo were supposed to bosses, but my brother convinced the bugbear to join him. But that wolf was the MVP of the one shot. Nearly died in the process, but he was amazing.
I don’t see why not? My character In my current game is a rogue and my dm said if I can give him a reason why I Could have a winter wolf I can keep it so if you give them a reason they’ll hopefully say yes (reason as in like what in the backstory gives them a wolf)

Do animals have Proficient Saves? If so what would the Wolf's be? My guess would be CO and DE or WI.
My rogue has 6 of these as pets. They did 41 damage at once to an owlbear the other day. Oh yeah and the party is only level 3. Both the best and worst decision ever.

Can you level up a wolf
Ask your DM. They could agree to increase the wolf's stats (ability scores, hit dice, CR, ect.) to represent levels in "wolf," or they might let you give the wolf PC class levels.
Although Beastermaster companions are automatically supposed to get stronger as you gain ranger levels.
Would it be unrealistic to give a level 1 human druid one of these as a beast companion?

Depending on the DM, a wolf is a perfectly good pet/companion for a low-level character. Even a level 1 Druid has access to spells like Animal Friendship and Speak with Animals, which can help to tame unusual animals.
If your DM is a little harsher, you could get a particularly wild mastiff, which is actually priced in the equipment listings.

I think that there should be actual stats for a bear cub, but overall, this animal seems to fit the bill fine for it.

Ah yes the base of the great classic Wolf Shotgun. If you DM allows you to choose what creatures you summon when casting Conjure Animals, up cast this when you have access to level 5 spell slots to get 16 of these beauties to overwhelm any poor creature with action economy all of them attacking at advantage. 24 when you cast this at level 7 and 32 when you cast at level 9. Doing this as a moon druid and bonus action turning into a Dire Wolf to lead the wolf pack is an amazing feeling.
