Yes, it barely makes it as a ranger companion has to be medium or smaller and 1/4 or below CR, a wolf is medium and 1/4 CR i'm actually using a wolf as my ranger companion

Roll a d20, add 4 to the hit roll, if the number is equal to or higher than the target's AC. It hits.

i would say look up the weight of an actual wolf, and prob just double the cost for a mastiff, since wolves are harder to get as pets. Mastiffs cost 25 gold so i would prob sell a wolf for 50 gp.

That's up to you (assuming you are the DM) but personally, I would recommend some low-level dark vision, however, it's not required.

I think pack tactics should be slightly nerfed so that it only applies if the ally can be seen, otherwise spells like darkness combined with devil sight are to weak against opponents with pack tactics
You would have to be size small to ride it (hafling or gnome basically). If you look up mounts there is Mastiff as an option and if you compare the Mastiff stats with the wolf they're pretty close. Mastiff - Monsters - D&D Beyond (dndbeyond.com) The Mastiff picture shows a small saddle, saddlebags and some leather armor so I would say "yes". My hafling sorcerer just bought a riding wolf from some goblins - could be DM's discretion but hey, the party was shopping for horses, it came up as an option - WAY cooler than a pony.
