After spending the casting time tracing magical pathways within a precious gemstone, you touch a Huge or smaller beast or plant. The target must have either no Intelligence score or an Intelligence of 3 or less. The target gains an Intelligence of 10. The target also gains the ability to speak one language you know. If the target is a plant, it gains the ability to move its limbs, roots, vines, creepers, and so forth, and it gains senses similar to a human's. Your GM chooses statistics appropriate for the awakened plant, such as the statistics for the awakened shrub or the awakened tree.
The awakened beast or plant is charmed by you for 30 days or until you or your companions do anything harmful to it. When the charmed condition ends, the awakened creature chooses whether to remain friendly to you, based on how you treated it while it was charmed.

1. No, you can't "undo" Awaken with anything short of a Wish spell: Awaken has a duration of Instantaneous, so once it occurs, the spell is done. The only magic effect remaining on the creature is Charmed (30 day duration). Dispel Magic & Anti-Magic have no effect on the Int because other than Charmed, there is no magical effect remaining upon the animal: It's not enchanted, it's transmuted. It simply has 10 on its Int attribute now. You could end the Charmed effect early, but the Int remains.
Even when True Polymorph is made "permanent" by Concentration maintained for its full hour, True Polymorph explicitly states that it "lasts until it is dispelled". The condition under which True Polymorph can be dispelled is a specific statement pertaining to True Polymorph, not a general rule. Awaken lacks any such wording, and is an Instantaneous spell of the Transmutation school; as such it is permanent unless otherwise stated, & it does not state otherwise. You can't dispel Awaken.
2. As mentioned, Feeblemind reduces a creature's Int to 1. (Instantaneous, with an Int save each 30 days, removed by greater restoration, heal, or wish.) If a creature is a Beast, it could be knocked down to 1 & then have Awaken cast upon it to raise to to 10. Casting Feeblemind on an awakened creature would reduce it to 1 until it succeeds on an Int save against your Spell Save DC (bearing in mind, that's once per month, at -5); so it's not as permanent, but it is crippling.
3. True Polymorph the awakened beast back into a regular beast. Lasts until dispelled.
Ultimately, it's probably intended that there be nothing that permanently reduces a creature with 10 Int, to 4 or less, because then it could be done to players, too.

Can you awaken a character affected by feeblemind?
I doubt most characters are beasts or plants.
I want to know the official limitations.
It states Beast or Plant - so are Aberrations, Constructs, Elementals, Fiends, Monstrosities, Ooze, and Undead - even with Int of 3 or less not able to be awakened? I would have thought not but am seeing otherwise being done without stating that it was outside game rules.

I've thought of a cursed weapon that casts Awaken on an animal the moment you kill it... it only has time to scream "whyyyy?" before dying.
Only Beasts and Plants. You can't awaken any other creature/object with this spell. I could see DMs houseruling otherwise, or inventing other spells such as "Awaken Construct" but you'd need to carefully balance those... the potential of an awakened iron golem could be problematic.
Awaken Ooze would be a great spell because who doesn't want a friendly gelatinous cube!
