It can take up to 20 minutes for homebrew changes to percolate to character sheets. If the homebrew is a Feat, you may also need to Remove it from the character and then re-Add it for the changes to show; if the Feat involved making a bunch of selections, then adjusting 1 selection might be enough to do the job if you don't want to have to re-select for all of that.
Sometimes you may need to "refresh" a character's data cache to see new Races/Subclasses/Backgrounds in the Character Builder, which you can do either by bumping them up a level and then back down, or by clicking the Inspiration box on the character sheet twice and then reloading the page.

I made a custom path for barbarians and my character was stuck on v1 instead of 1.5
I simply changed the path, then reselected the path, and it came back as 1.5 the updated one.
so, once you publish, older content may not auto update, but you can always force it change by removing the feature, then choosing it again.
please note - you must have a more updated version number for this to apply. Twice I have forgotten to update the version number and it created issues with updating.
Quick update on the topic, now moving onto 3 years post flagging.
IT IS STILL AN ISSUE. I've had to wait 2+ days for homebrew items to display and function correctly. Resets on long rest, changes to AC, charges per day, etc... all taking various amounts of time to display varying versions of the things I'm actually working on.
It's difficult to troubleshoot homebrew when the things you're testing aren't actually the version you have saved.
Devs, please address the issue, Or at the VERY LEAST add a header on the homebrew creation pages that there will be a lag on updating any changes in your homebrew, sometimes 10-15min, sometimes days.
For homebrewed items in particular, you can often speed up the caching by simply removing the item from your character sheet, refreshing the page, and then adding the item back to your character sheet.
Hi! I've been using DNDbeyond for a huge amount of time and I absolutely adore it, but this does make testing my homebrew very difficult. Any updates on this would be greatly appreciated!

Don't get me wrong, I appreciate the ability to make Homebrew items etc, but if there was an acknowledgement that would be lovely
