I'll get right on point cause it's pretty late here, my apologies if I come off as rude:
1. I can't seem to be able to share my private homebrew race with the DM of this campaign I joined
2. There is no customization options for things like allowing the character to have a proficiency with a set of tools or weapons, what can be done about it?
3. certain traits don't fall into any of the categories available for customization of race traits, do I just make a feat for them?
1. You can't. As long as something is private, the only person who can see it is you. If content sharing is enabled, your DM could create a character with the race.
2. Not yet. With the character sheet revamp coming soon you will be able to.

For the first issue, then Enable Content sharing needs to be enabled on the campaign (by someone with a Master Tier subscription). This will allow anyone within that campaign to see it within the character builder. The DM would need to use their own campaign link and "join" the campaign and would then be able to select the race in the builder.
We have the ability to add proficiency as a trait, I know weapon proficiency are there (as we have them for Elves), and I'm 99% sure that the different tools are also there. Best way to figure out how they are added is to backwards engineer a race that has them (High Elf for weapons, or Dwarves for tools).
What types of traits are you wanting to add? Whilst the homebrew tool doesn't have an infinite list of traits, every trait that is currently used elsewhere on the site are available in the homebrew editor.

3. Most certainly. One trait I wanted to add was that since the race has four arms, they are able to wield small weapons as if two people carrying them and attack as if dual wielding, but the secondary arms get a disadvantage roll every time.

2/3 Everything that already exist is there yes, which unfortunately does not allow me to produce the new content I wanted to make it seems. I'd think that would actually be easier to programm than the opposite (instead of building in a million options, just leaving empty boxes for us to fill with text) , but then again what do I know about it.
One more thing though, shouldn't I at least be able to make characters with my own private race? Not like for a campaign, just making them raw
Correct - you will be able to make a character using the race (and recommend you do so to test that modifiers were added correctly, etc.). If it's not showing up in the builder, the first thing to check is if you have the "Will have subraces" check box ticked. Having that ticked but without any subraces means it wont show up (as races with subraces have ONLY the sub races show as selectable in the builder)
One more thing though, shouldn't I at least be able to make characters with my own private race? Not like for a campaign, just making them raw

1. Is content sharing enabled in the campaign? If so, is the DM creating the character in the campaign? . . . And how far removed from reality am I?
