And im trying to use the modifier to make a max dex bonus of 0. the "Set - AC Max Dex Unarmored Modifier" works for setting it to 0, im not sure why the others don't

I may have a workaround on this. You have to make an item, not armor. Add the following modifiers:
Set - AC Max Dex Modifier - Fixed Value: 0
Bonus - Armor Class - Fixed Value: #
Bonus - Armor Class - Ability Score: whichever you choose
The # in the second line is the AC of the base item minus 10. Base item is leather, # is 1. Studded leather, # is 2
If you make armor instead of an item, it's going to add your DEX bonus for light armor no matter what.
That modifier does not affect the armor, it affects the character with all armor they use.
As long as the end result shows the correct # in AC, does it really matter? There's no setting I can find that removes the DEX bonus from any homebrew armor. By making a homebrew item (not armor) that says armor only in the description with the correct modifiers mentioned above, I am able to replicate the correct stats I'm looking for for this which are:

My guess is the system is prioritising the higher bonus offered by the medium armor. Would it be a problem if this modifier overrided medium armor?
UPDATE: Another bug, It appears the modifier in question has no effect on light armor.
The modifier works for me. Make sure you are putting a number in fixed value.

That modifier was written for the Medium Armor Master feat. It might work when attached to a magic item. Not all modifiers work for everything.
