Uh, OK, It's a little misleading then for the accompanying text to say:"Suggested Tool Proficiencies:One type of gaming set, thieves’ tools"If Thieves Tools is already implied to have been selected :)
Which page are you seeing that text on - a background?
Backgrounds can be selected by any character class and the text on them is taken directly from the Player's Handbook.
The rogue pages, from the character builder, are shown in the attached images:

Note that whenever you see a proficiency missing, it is likely because you already have it from somehing else.
