I looked at my character and found they weren't showing up, so I thought I'd done something wrong and needed to go flick a switch somewhere or something. But I've been through everything and there's no option related to this. Unearthed Arcana content is turned on, of course (as is everything except Rick & Morty).
I've spoken to some of my players and they're seeing the same. Is this not actually live, is there a bug, or is there something we need to do that we're not realizing?
Class Feature Variant spell lists are not Live yet, Spells of the Mark and Ravnica spells are Live, and it is the same programming needed for what will become Class Feature Variant spells when that does go live.
Now under Class Feature Variants, we have one thing:
1) New Options
But Extended Spell Lists is now listed separately and is claimed as "Live", even though the major Extended Spell List - i.e. the one from the CFV, is still not implemented. And that is no longer listed even as WIP, so has presumably been abandoned. This is extremely misleading and pretty disappointing behaviour from DDB. I've cancelled my subscription for now, because I've had enough of this sort of thing.

They haven't changed that. My point is Extended Spell Lists was listed as part of Class Feature Variants there, as it had been for literally months. Then they listed it as it's own thing in the 20th August link, and removed it from being listed under Class Feature Variants, which also lost "Feature Variants" and just got the very vague "New Options" (what does that even mean? Are they doing all of it or some of it or what?). The team have repeatedly promised that the CFV stuff was coming, and only tech was holding them back. Now they have the tech to properly do the Extended Spell Lists, that came out in November last year, and still aren't implementing them (possibly ever, as they're no longer WIP as noted).
I'm not sure what the game is here, like did they get a preview of the new hardback which may be announced today, and have decided not to do the Class Feature Variant stuff because it's going to be in there (when it finally comes out, in November, so it'll have been over a year), or is this just clumsy rephrasing, or did they just decide to give up on doing CFVs properly at all? At best this is bad communication, and I'm tired of it.
So I guess that's exactly the plan. They took so long on CFVs that they became official rules before they got last November's UA working. I get that there were technical difficulties, but to me this is a pretty bad look - one I've seen in businesses before (including professionally), where they dither on something so long it becomes more or less irrelevant, even though it would have been extremely useful in the intervening period! Sigh.

That Unearthed Arcana hasn't been implemented.
The spell list functionality that is referred to by the Dev Update is for functionality required by Eberron races and Ravnica backgrounds.

I'm sorry but if that's the case, the Dev Update is intentionally misleading.
In the previous Dev Update, we have "Class Feature Variants" as a heading.
