Looking over the RAW and RAI, Can a non-dwarven warlock use a dwarven thrower by turning it into their pact weapon? Would this negate the racial prerequisite for the dwarven thrower?
AND, before anyone mentions other ways of non-dwarven folk wielding the thrower, the Belt of Dwarvenkind makes no mention I can find of being able to attune to dwarven weapons.
Rules as written, you have to attune to the Dwarven Thrower to benefit from its special properties and to do that you must be a dwarf. Turning it into your pact weapon does not supersede that specificity, and creating a pact weapon this way also doesn't apply elsewhere with the exception of requiring proficiency with the magic item as a condition of attunement.
I'm not sure what you mean with the mention of the Belt of Dwarvenkind? That magic item doesn't turn you into a Dwarf, it just gives you benefits similar to being one, and some flavorful tidbits as well.

Grog on Critical Roll has (had?) a Belt of Dwarvenkind and that allowed him to attune to the Dwarven Thrower, a lot of people don’t realize that was a houserule Mr. Mercer implemented because berserker Barbarians need all the help they can get.

Only if you have an ability to ignore attunement requirements like rogue thief or artificer.

Excellent catch! Level 13 Rogues (Thief) or Level 14 Artificers can ignore attunement requirements.
