im trying to move me character from pen and paper to DnDB but there seems to be no option for the “Outlander” background when making a human barbarian. Is this a bug or am I doing something wrong?
In order to use the Outlander background, you must have purchased it or the PHB, here on the site. If you have done so, please contact the D&D Beyond support site.
Oh.. okay thanks, I’m new, now that you’ve clarified , it makes sense. When I was creating the character, it didn’t give me the option to buy that background. One would think it would show up in the drop down menu. at least then I would have known it was a purchase option when building my character.;) perhaps an enhancement down the road.

Not at all!
There are various ways to access content:
Players can just purchase the content that they want, rather than the Full Player's Handbook. You could, for example, purchase the Barbarian Totem Warrior subclass and the Outlander background individually. If you later decide to purchase the Player's Handbook, the price will be discounted by the amount already spent, so you won't lose out.
Enter the content as private homebrew, using the homebrew tools. If you have a physical Player's Handbook, you can use that for reference to create the content you want using D&D Beyond homebrew tools.
Share books via a campaign. If someone in a campaign purchases a Master tier subscription, they can activate "content sharing" for a campaign, which shares all purchased books between members of the campaign. So perhaps player A owns the Player's Handbook, player B owns Xanathar's Guide to Everything and the DM owns the DMG & Monster Manual. Player C could purchase the Master tier subscription and enable sharing, at which point all 3 players and the DM have access to all of those books and are able to use them to create characters in that campaign.
Honestly that's a little bit of a costly price politic. I mean i can effort it (and I have) but is it really necessary to charge like 150 € for playing a campaign? Not everyone is wealthy and poor people want to have fun as well :/
I really like the rule set of d&d 5e and i want to support wizards of the cost. I'm just worried here that this here becomes about money instead of fun...

The PHB is $29.99 USD on D&D Beyond, which is cheaper that the suggested retail price. You can also buy from the PHB piece-meal. Say, if you want to buy the Assassin subclass for Rogues, you pay only for that. And-- Then the price of the PHB goes down by what you paid for if you choose to purchase it later.
If you do not want to pay for the content license and the service provided by Curse through D&D Beyond, the free option to homebrew anything you require is available for your time and energy.
The SRD is free to all, so you are able to play the game and use D&D Beyond at no cost whatsoever if you use only SRD content. That is how WOTC allows players to play the game completely for free. If you want any of the other content however, you must choose to either purchase a physical copy, or a digital copy through D&D Beyond, Roll20 or Fantasy Grounds.

If you own the PHB here ( as opposed to the print version) you should definitely be able to choose the outlander bakground. Please post a link to your character.
The outlander background isn't showing up for me. My wife owns the PHB on D&D Beyond, made a campaign, shared content and added me to it but the Outlander option isn't there for me. Thank you for your time.
Update: I logged in on our laptop and it was there in the web browser version, so I guess it just didn't show up on the app. There are actually a lot of backgrounds on the browser version that aren't on the app for me.

You probably bought the wrong PHB.
When selecting background, the dropdown list is divided: Core Rules for the 2024 stuff and 2014 Core Rules for the 2014 stuff. More than likely you're looking in the wrong section.

Or one member of the campaign has the PHB, and someone in the campaign has a Master level subscription and turns on campaign sharing.
Or, someone enters the desired information throw the Homebrew system from their physical copies.

nevermind my sister bought the book but not from dndbeyond so she just improvised
and i did the same thing, because one of her around 20 characters is an outlander
