I am working on a new campaign and my players want to play fairies. I purchased the Race pack from The Wild Beyond the Witchlight and it doesnt even appear in my shared content section. Am I not able to share this content?
You need Master Tier subscription to share content. If you do not want to pay for subscription, then you will have to make each character yourself in the campaign, unassign the characters, and then have your players take those characters. And whenever there is a major change or adjustment that is necessary, your players will need to unassign their characters so you can take back control of their character and make the changes for them.
TWBTW shows up fine for me under Content Management. However, since you only bought the book partially, I am not sure if it will show up under Content Management. Your players should still be able to access the races though. If your players cannot access it, try having them resync their entitlements and see if that helps, and you should see if you need to resync your entitlements too while you are all at it.
If that still does not work, the only thing left I can think of is to try logging out and logging back in.
I also bought just the Races Pack from Witchlight. Since I don't own the compendium from the book, it isn't going to show up under Content Sharing. What you're seeing is the expected result of not owning the compendium content.
Your players should still be able to use the Fairy and Haregon races in the character builder for their characters. Have them see if they can. If not, try the suggestions XXXGammaRay made for syncing entitlements.
Those filters don’t affect access to any of the interactive player options in the character builder/sheet, only the players ability to read the compendium content. You didn’t purchase the compendium, only specific interactive player options. There is actually no possible way to access to those once content sharing has been enabled.

I do have the master tier, thats the thing I don't understand. I turned the sharing off and on as well just to see.
