I am trying to create an Eladrin Legacy character and it displays the 4 seasons but there is no way to select one. Also, the ability score imporvements say "your charisma increases by 1". I thught I could increase what I wanted. Am I missing something?

That does seem like an oversight for choosing your season.For the Fey Step they just list all of the options with the ability.
As for ability score increases, the Tome Of Foes Eladrin is +1 Charisma. You only get to choose if you have Customize Your Origin enabled.

Looking at the legacy Eladrin it says:
Ability Score Increase
Your Charisma score increases by 1.
so that seems right.
