I run a westmarch community with 600+ members, is there anyway to get larger campaign limit instead with ones that only have a 12 player limits even with 5 of them it is a restriction of 60 people max, we have had a large issue with this making multiple accounts to make the the 5 campaigns on each of them, and then having to rebuy all the books, this process is a little unfair that we have to continue to rebuy all the material, I am reaching out to perhaps see if there is a way get larger slots opened.

You don’t have to rebuy any materials. If anyone in the campaign (not just the DM) has a master tier subscription they can activate content sharing and then all materials owned by anyone in the campaign will be shared with everyone in the campaign. If you own all the books and join person B’s campaign and person C activates content sharing then everyone in the campaign can use your books.

So it comes into just making more accounts with the hold on 5 campaigns? Since I have been in the other campaigns it still only allows me to have a total of five. That can allow content sharing.

Each account can only activate content sharing for 5 campaigns. As long as some other account activates the sharing, you can theoretically share your content with an infinite number of campaigns.

I see so as long as they have content sharing enabled and I am in the campaign I can share all of my content to them?

Correct. In fact, if you are in the campaign and they enable content sharing your content will be shared regardless of what you do.
