I am DMing a game for a tournament that only allows PHB options for the players. I have organized the game using dndbeyond's 'campaign' creator, I have everything in the content management tool unchecked except the PHB, yet all the players can choose options from other books. I have refreshed, turned share content on and off, has the players leave the campaign and rejoin, none of this has worked and now I have to manually go through each of the players spell lists to be sure they haven't picked anything tournament illegal. 

Those toggles only restrict the players’ ability to read the books. There is absolutely no possible way to restrict the options available to them in the character builder beyond the setting toggles.
