Hopefully someone can help us out here! The account that is running our campaign has purchased the 2024 DMG and PHB, as well as the 2014 DMG to have access to the Death Domain for our Cleric. When the player is trying to create their Cleric they are not seeing the Death Domain option in their drop-down. We tested it on the account that is running the campaign, and the Death Domain is showing up there. The campaign account is subscribed to the Master tier, so that shouldn't be an issue.
You mentioned that the DM account is Master Tier. Is Content Sharing specifically activated in that campaign?
Also, how quickly after joining the campaign did you try this? I recall once that after joining a content sharing campaign it took a few hours before things showed up.
You'll also need to make sure that the "Legacy Rules" toggle is turned on in the Home tab of the character builder, as the Death Domain subclass is only in a legacy book.
Completely forgot to update this! I figured out a work-around for it, at least one that worked for us. I had to toggle the share option off, then back on again, and have the other players log out and back in afterwards. Something in that process got it to work for us.
This is a caching issue in the server with how to allocates shared resources.
After new purchases the sharing permissions can content allowances can become stuck. So, as a general rule whenever anybody in the campaign makes a purchase:
Everyone should go to Accounts > Licenses and check their entitlements are in sync - and if not re-sync them. This refreshes the allowances.
The person who has enabled Content Sharing should switch this off, wait 20 seconds and switch back on. This refreshes the sharing permissions.
Players should them refresh their sheets in their browser/device and try again.
Please note App versions of sheets have slower update rates than the website, so changes and refreshes may take longer.

I have the same problem. I own both 2014 and 2024 versions of DMG. Legacy toggle is turned on. Still not able to add Death Domain
Do you have the “2014 Rules” option turned on?
They’ve changed how some of these options work recently. Content from the 2014 core books is now under “2014 Rules” rather than “Legacy”.
