So I see at one point you could check off a box labeled off hand and it wouldn't add any bonuses to the character sheet, I go to where I think that box would be and there is nothing there to select off hand, has it moved or am I driving myself crazy trying to find this?
D&D 5th Edition has no "off hand". If you are dual-wielding you can equip a second weapon weapon, go to customise it and there should be an option for "dual wield".

So I'm a lvl 3 swashbuckler with 2 short swords, if I select dual wield it displays it as 1d6+4 but my other attack isn't 1d6+4 correct because I'm not a fighter or ranger?

Correct. Your bonus action attack as part of two-weapon fighting will only deal the 1d6.
If you selected one as "dual wield" through the checkbox as mentioned above it will be moved and show under bonus actions.

See that is why I was hoping for the off hand check box so I could display it as such and not forget in the heat of a battle and roll damage I'm not really doing as when you do the dual wield check box it display's it as one weapon doing 1d6+4.

I have Dual Wield checked as well as Display as Attack, Proficient, and chose Activation as a Bonus Action. Clicking Dual Wield does not remove my ability modifier from damage and does not make it a Bonus Action, it just puts "Dual Wield" in the description of the attack.
Customizing the spell doesn't work because it doesn't do an attack roll or add Sneak Attack.
Seems this is broken to me.
Simple fix would be to allow the Damage fixed modifier to be negative for Customization. That way I could subtract the Dex bonus back out.

It was renamed, as 5th edition doesn't really have "off hand"
On your character sheet, click on the weapon and it will display the sidebar.
On the sidebar, click on Customize dropdown.
Check the "dual wield" checkbox.
