As DM, I have been rolling up quite a few characters. Am I able to assign a character that I create to a particular player? I know I can add them into a campaign, but can I "give" that character to a particular player, allowing them the same access as if they had created it?
Add the character to the campaign. Unassign it. Player can then claim it and use it as their own character as if they had made it (providing they have a slot free).
Pro tip, don't just say, got it, and not post what you did to get it to work. Because someone else is going to have the same problem, find this form, and it's not going to help!
The DM cannot directly assign a character to a player. You can create an unassigned character for a player to assign to themselves or join with an existing character and then unassign it. But either way the player has to then click ASSIGN

Creating an unassigned character directly
1) Go to your campaign page (https://www.dndbeyond.com/my-campaigns)
2) Click CREATE UNASSIGNED CHARACTER
Unassigning an already created character
1) After creating the character, go to your campaign page (https://www.dndbeyond.com/my-campaigns)
2) Use the COPY LINK button to copy the join link
3) Paste into your URL Bar
4) Select the character you want to use
5) Scroll to bottom and select JOIN WITH THIS CHARACTER
6) Click UNASSIGN on the character
