In the cat's listing, the attack bonus is listed as +0 even though the Strength modifier is -4, the Dexterity modifier is +2 and the proficiency bonus is +2. The only way that can possibly be right is for the cat's attack to
use Strength and have an extra +2, such as from doubled proficiency;
use Str, Dex, and proficiency;
use Dex and have a penalty sufficient to reduce the bonus to 0;
or use some other stat, such as Constitution (+0) or Charisma (-2).
A normal house cat in the early days of D&D (Whitebox/AD&D) could quickly kill a level 1 or 2 player. In those days, the minimum that any "creature/mob" could hit was 1hp...and cats had 3 attacks (2xclaws, bite). They changed the rules so that couldn't happen so often.

Crabs have a very similar problem; Str -4, Dex +0, proficiency +2.

Both Crabs and Cat are correct according to the Basic Rules. It might not make sense mechanically, but they are correct.
