I'm not sure what happened, but it appears the Unearthed Arcana content is completely missing from the site. Does anyone have any ideas on what happened, but I can't even create a Minotaur now, because it's no longer available. And yes, all content is enabled.

It appears that maybe, this character race, that was a part of Unearthed Arcana, has been removed and is now part of the Guildmasters' Guide to Ravnica, which must be purchased in order to access. That's the only explanation I can come up with on my own. Can anyone out there verify that? My assumption is based on the fact that the small description of my character on the site reads as such:
Lvl 3 | Minotaur-UA | Barbarian......note the "UA"...which I'm assuming stands for Unearthed Arcana.....
The Minotaur has been removed from Unearthed Arcana, and has been officially published as part of the Guildmasters' Guide to Ravnica.
This does not prevent you from using your already created character without purchasing, which is why you can still use the character and the race is noted as UA.
However you cannot select that race a-new without purchasing the Minotaur, the race package, or the full sourcebook for Guildmasters' Guide to Ravnica.
It does, but I suppose that begs the question, what happens to the progress of my Minotaur? What content is used, if not that from Unearthed Arcana, and if I don't purchase the other content?
You can still progress your character you just can't (or rather shouldn't) change races. Everything already on the character stays there, and you can still add to it.

You are grandfathered in to any archived content still on the character sheet. If you have a level in an archived subclass, you still gain that subclass's new feature. But you can't gain a new subclass that has been archived.
I assume you are talking about an order cleric or spore druid since you can't gain levels in minotaur.
I'm not sure what data you're thinking of and, from what you've said, it seems you're not sure either.
As you selected the UA Minotaur for your character, that character will continue to have access to the UA Minotaur race.
Your account and that character aren't granted any additional access to archived UA articles, other than content that is already on the character (in this case the UA Minotaur race).
If that character should have any additional UA content on it already, they will also retain access to that.
If you should choose to change the race of the character, they will lose access to the UA Minotaur.

You are absolutely welcome to reference the content from Wizards of the Coast, and could even use the built-in homebrew system on D&D Beyond to recreate the Unearthed Arcana version of the Minotaur on D&D Beyond. (Just make sure that you do not publish it, as it is not content that you own.)
However, the Unearthed Arcana version is no longer considered current, as a final version has been published in an official source.

Races don't progress. The character is the race or it isn't. So I don't understand the question. There's nothing to progress. Your character is a Minotaur and can do everything a Minotaur can do, and always will until you change the race.
Your character remains your character, so the fact it is a Minotaur will not prevent you from progressing the character in any way at all. You don't have to now purchase Ravnica stuff if you want to keep using and levelling your character. You would only need to purchase Ravnica if you wanted to make a new character as a minotaur, for example.
Even if you chose a UA subclass and that subclass was then archived and now bound to some purchased book, like Druid of Spores, you still get to level in that subclass anyway because it's already part of your sheet. So if you had a level 2 Druid of Spores, you could still progress it to level 20, all the same.
Your 'access' to the race/subclass is not removed if those become archived: you keep access, no matter what, until you make the choice to remove them from the character.

I'm not certain what "informed decisions" you will need to make that relate to your character's race at this point. I went back and checked the Minotaur (the Ravnica version), and there is nothing in that race that "levels" up aside from the DC for Hammering Horns, which I presume will be adjusted automatically still, given that it is a simple calculation. It does not involve any player choice going forward.
If you were asking about a class or subclass rather than a race, I would understand your concern; I don't remember what the official word was on whether class/subclass features of archived UA material would continue to be available as characters level up.
In any event, if you discover that it's not working for you to continue with the archived UA race, you have a couple of options: You can homebrew the Minotaur race based on the UA you were using or you can purchase the Minotaur race; If I remember correctly, races are $1.99.
DDB has been pretty upfront from the beginning of providing UA material that this is how it works: UA material is archived when a new version is published or WOTC deems it shelved. Information about that is provided at the top of the pages with UA material. (for example, the artificer)

Ok. You didn't lose access to any information that would help you decide on a primal path (because it is not really race dependant). You still have access to as much minotaur lore as you ever did. The original UA your version of the minotaur was printed in is free to download at WotC's website. You can purchase the new(ish) GGtR to see the updated minotaur and the lore surrounding it.
What primal path you take should depend on what kind of role and character you want to play, being a minotaur does not influence that much.

Unearthed Arcana content is playtest content - the game designers release this playtest content, so that the community can give them feedback about it, so they can choose to either drop it, or refine it and include it in a future publication. There comes a point where the game designers deem that certain playtest content has completed its playtest period and should be removed from D&D Beyond. At that time, we set the content so that new characters cannot be created with it.
We don't enjoy removing playtest content, but I can 100% assure you that the Unearthed Arcana Giant Soul subclass was always free on D&D Beyond during its playtest period and has never been available to purchase.

If you have made a payment on some other site for the Giant Soul sorcerer, unfortunately you paid for freely available content that was never intended to be sold.
It's really a terrible policy (it doesn't matter who's responsible) that material released for Playtest on UA can and is just being yanked away like that and especially terrible when you've made a character with that content. That's a level of licence micro-management that discourages people from using this platform entirely (especially when all parties aren't perfectly open about that) and is the kind of thing that is going to build a lot of ire for D&D Beyond and D&D in general. I enjoy Giant Soul and some of the playtest material on UA. Until an alternative is provided for folks both you and your D&D partners should still make it available.

The Minotaur has been removed from Unearthed Arcana, and has been officially published as part of the Guildmasters' Guide to Ravnica.
