Hello, I can confirm this is still an ongoing bug/issue. As of this date, I am currently in only 1 Campaign, my DM has the Master Tier Subscription and is also only in this 1 Campaign. Content Sharing is enabled for everyone, but yet I still do not have access to the Sourcebooks.
Would the access be affected if someone else in this Campaign happened to be participating in more than 3?
This has happened multiple times, and each time the issue seems to randomly be fixed at a later date, leading me to believe it is a bug with the Content Sharing option.
Since the OP and much of subsequent discussion is about how content sharing works and how to turn it on, I'm confused about your choice of this thread to comment on what you see as "an ongoing issue/bug." Here is the standard set of questions and "fixes" for content sharing issues:
If, by "not having access to the sourcebooks," you mean you can't see the compendiums (listed under Sources in the menu above), then first ask your DM if they have turned off access to the sourceboosk.
If you mean you don't have access to the character options in the character builder, first make sure that the character in question is in the campaign: character options are only available to characters in the campaign.
If neither of those points resolve things for you, here are things to try:
Both you and your DM should go to https://www.dndbeyond.com/account (accessible under your username/avatar in the upper right of this page). Then click on the Marketplace Tab. Check "Account Entitlements." If it says you need to sync, click on the Sync button. (that button appears only if you need to sync)
While on that tab, your DM should confirm that their master tier subscription is still active.
If syncing entitlements for both of you doesn't resolve it, the DM should turn content sharing off and then back on again.
If that doesn't do it, check again to see if your entitlements need syncing again after the content sharing reset.
Finally, if that doesn't do it, submit a support ticket. Please be patient as they can get backed up. Please do not submit repeat tickets, as that is a large part of why they are so far behind.
NOTE TO OTHERS READING THIS THREAD: In this case the DM is the Master Sub holder. But anyone who has a master tier sub in a campaign can turn on content sharing, not just the DM. If you are facing the same problem and someone other than the DM turned on content sharing, replace "DM" int he instructions above with "person who turned content on."
I don't have a subscription but do have the PHB. I don't see an Enable Content Sharing button on my campaign page. Is it possible to share PHB content with other players in my campaign?

Content sharing is only possible with the Master Tier subscription. (It is the primary benefit of the Master Tier over the Hero Tier)

When you send them the “join link,” one of the options available to them is to build their character directly within that campaign. If Content Sharing has been enabled for the campaign then they will be able to use any content purchased by anyone in the campaign.

The player needs to create a character in the campaign to have access to shared content. Shared content is shared within a campaign, it is not directly shared with people.

If I (a player) share my content, how do I turn off sharing the adventures and only share the sourcebooks, is this something the DM has to do?
In a campaign I am DM'ing I can choose what to share, but in this one where I am a player I do not have that option
only the DM (originator) of the campaign can control sharing.
In the campaign settings you can choose to share source books, adventures or both
The DM is the only one who can turn sharing of specific books off, even when they aren’t the one sharing the content.

Hey i have a master sub and just started a new campaign and i dont have that button on my screen when i view my campaign. Any tips?
How many campaigns are you already sharing content with? The current limit is 5 (it may some day go back to 3)
Try syncing your entitlements as I suggested above, and double checking that your subscription is active

No, the content sharing is only for those with a Master Tier subscription.

No, you can share any individually purchased items too. I've gotten just the Races from particular sourcebooks in order to share with players.
