I purchased all three core rulebooks and Out of the Abyss.
I tried to "Create a Monster", using the "Derro" from Out of the Abyss (p224) as a base, but the Derro was not available on the list of monsters. My guess is the filters just aren't quite right in populating the dropdown list.
Same. I bought Out of the Abyss and wanted to create a homebrew Derro for Buppido but I'm gonna have to do a lot of copy and paste now which is annoying
Yeah, I discovered this with TOA and even some monsters from MM; some monsters are copyable, other are not; I stumbled across it when I tried to homebrew and NPC based on the Champion; Champion comes with TOA, but wasn't copyable. Other TOA monsters were. I reported it here somewhere. I couldn't figure out what the pattern was as to why some were copyable and others weren't. Never saw a reply to my post about it, which is unusual.
Each adventure published by Wizards of the Coast includes:
Standard monsters from the Monster Manual - stats for these are not included in the publication, as it expects you will have the DMG or Monster Manual for reference.
New monsters, npcs, or variations - stat blocks for these are included in an appendix of the publication.
D&D Beyond mirrors the content model from Wizards of the Coast
As you've noted, the stat-block for Derro is included in Appendix C. I've just checked and the source for Derro (and Derro Savant) is correctly set as Out of the Abyss, so purchase of that adventure should enable it in the database for your account.

edit: the source for Champion is set to Volo's Guide to Monsters, as it's published in that book. It is also present in the Tomb of Annihilation module appendix D, so purchase of that module should also unlock it.
Stormknight: Champion is unlocked for me (I have TOA, not Volo's here); I can see it fine in the listings and compendium. What I can't do is use it as a base for homebrew. But, looking back for my original post* and doing some double checking, I have found the pattern: Any monster that occurs in both Volo's and in TOA cannot be copied when creating home brew, even though I have have purchased it by purchasing TOA. Monsters that are just in TOA can be copied/used as a base for homebrew. I thought I'd checked for this before and ruled it out, but either something has changed since then, or I wasn't paying attention carefully enough.
*my original post states that Ras Nsi cannot be copied, but when I checked today, I could copy Ras Nsi.
Here's the conundrum: because I've purchased those monsters with TOA, I can't purchase them again in Volo's in order to be able to copy them in homebrew. It would be an interesting experiment to see if buying the whole monster bundle from Volo's would fix it, but I don't have the spare change for that right now (and I have higher priorities for my next DDB purchases). But it might be something staff could explore.
I can, of course, build them from scratch, but that's a pain.
I'd be interested in knowing if this restriction is intended, or if it is an unintended consequence of only being able to set one source in the database.
