If I understand what you are stating, that means that if you are a spell caster, half or full, you gain spells from the Mark at the same time you gain your regular spell levels for that particular class.
Since you still actually haven't stated if they are gained at the same time as your other spells or if they follow a different time frame.
Same time. Just like normal spells. They aren’t “gained at the same time as your other spells” they just get added to the same list as your normal spells. They are treated exactly like your regular class spell list spells because they get added to your regular class spell list. You don’t automatically add them to your Spellbook if you are a Wizard. They are not automatically prepared if you are a Paladin. They are treated exactly the same as your normal spells.

When creating a Mark of Sentinel Human, the Spells of the Mark class feature reads as follows.

In testing both a ranger and warlock, the spells in the Spells of the Mark table are not added to the class creation spell list. Is there a way to add these for easier tracking?
Dragonmark variants/subraces - there are 13 of these presented in Chapter 1. All of them have a racial feature named, "Spells of the Mark" that adds spells to the character's spell list, if that class has spellcasting or pact magic. We haven't been able to model that correctly at this time, but will implement as soon as we are able to.

Your marked Eberron characters should now be able to select spells provided by their mark when choosing spells from their class. Should the extended spell list spells show up as options for a Wizard's 18th level spell mastery feature? I just created a wizard to check and they don't show up in the spell mastery dropdowns after adding them to my spellbook. Adding the spells themselves to my spellbook worked as expected though.

What are the spells and do you have them prepared?
To use Spell Mastery one spell must be 1st level and the other must be 2nd, and both spells must be prepared.
Can you provide details such as which dragonmark race you're using so we can test?

Mark of healing halfling, with the boros legionnaire background.
Lv 1 spells: guiding bolt (boros legionnaire), healing word (mark)
Lv 2 spells: prayer of healing (mark)
These spells are added to my spell book and prepared. They do not show in the drop down for the spell mastery feature, though other prepared spells from the normal wizard list do.
I am still being affected by this. My 5th level Mark of the Sentinel Human Druid does not have the extra spells from the sub-race. It does have the shield spell, that I can only use once per day, as a regular spell, but none of the others.
Is this still not fixed? They do not show up on the list of possible spells for my wizard to learn.

Found it. It was a matter of delayed refreshing and having to reset the race multiple times. Also the bizarre issue that for my homebrew to work properly it seems that the trait needs to have the "is called out?" box checked. The tool tip gives no indication that this has anything to do with displaying on the character sheet's spells list.
Got it all working now.

Same situation. 5th Level Mark of Storms Bard, can't get Sleet Storm etc. to show up. Is this not fixed?
Spells of the Mark are not automatically known, you still have to learn them like regular Bard spells.
