Content coming from free material, like Basic Rules, SRD and Elemental Evil Companion (all free material from WotC) are also free here in DDB. Genasi and Goliath are from the Elemental Evil Companion, so they are free.

Because it was not available in the free material that WOTC released. Please check the SRD and the Basic Rules, that information is what is currently available for free in the builder and compendium. All else requires a payment.
You had to buy the Players Handbook in order to see that Drow was a playable race. The same here. You have to buy the content in order to use it here. Anything that is considered free content by WotC will be free content here. If you have to buy it from WotC, you'll have to buy it here.

The goliath and genasi are races described in the Elemental Evil Player's Companion which is a free product (available here). D&D Beyond includes material from that and the (also free) Basic Rules by default. The dark elf is from the Player's Handbook (not free), so it also costs money to unlock here.
They have said that UA will likely be added as a home brew type feature since it isn't official. I wouldn't expect anything until after Xanathar's Guide to Everthing releases as it will have some USA that has become official content.

Do you or someone else in your campaign have a Master Tier subscription? Has the subscription owner turned on content sharing? If either answer is no, there’s your problem.
If the answer to both questions is yes, have the subscription owner turn content sharing off and then back on again.
Why is that
The elf subrace drow is unlock only with a one-time purchase, either the PHB or the race bundle.

Seriously, you can share cost with multiple players in a shared campaign (shared unlocked content). It becomes much less expensive.
