2. The banner is just hiding the description, there's nothing affecting anything else, it's just like the banner in the home page at the bottom but instead it's covering the description box.
3. It only happens in the subclass homebrew page.
Also, the banner only half-covers the description in mobile but doing homebrew on mobile is pretty hard

Screen resolution does affect the relative position of the banner (aka it covers different things), but it's always misplaced and covering something. 3. As far as I can tell, it is only affected the homebrew subclass editor, but there might be other screens that I haven't checked.

edit: yes, following up/confirming along with TyrionXavier that changing one's native resolution does affect where/what the banner covers on the editing page.
Hey all I found the worst temporary fix yet! if you change the zoom option on your browser to like 80 or 75 % you should be able to see the whole description box XD
One fix is to just hide the HTML portion of the footer using inspect. On some tools and browsers, this could be permanent until you manually revert the change, and in others it only lasts until you reload the page. So it works, but be careful.
I'm seeing some people trying to fix it by zooming in or out, which is yucky. I'm reposting this fix and explaining it better, which will work on any pc browser that allows you to inspect. Mobile people, I'm sorry; I'm not invested enough to find a fix for you.
Just right click on the footer banner and click Inspect element. On the window that pops up, you'll find yourself in an element of the banner. Scroll up a couple of lines (like three or five, at most) until you see a line that says <footer id="footer">. It should be the ONLY line in this entire mess of HTML code, so you literally can't confuse it for something else. Right click on it and click on Hide element. You'll see the banner disappear. It should come back when you reload the page, so don't worry.
This fix is not permanent, which is good for less tech-savvy users so they don't permanently lose the footer banner. More tech-savvy users will know how to permanently hide it and bring it back at will. Otherwise, you can repeat the same steps and clicking on Hide element again will unselect the option. You will have to repeat this every time you reload the page (if you need to edit the description or whatever it's blocking; if not, then don't bother).
This is definitely an issue the D&DB needs to fix, but it is by no means an life-or-death issue. Just a minor annoyance.
EDIT: This whole thing should work on any Chromium browser exactly as I described. Which is a lot of browsers out now: Chrome, Edge, Opera, etc.

Interestingly, the footer banner does *not* block off the description box when you are adding options to a subclass feature, although it is misplaced on the main class feature page itself.

I've just gone through all the potential places the bug could occur in homebrew. I'm not seeing it anywhere except under subclass Feature snippet and description boxes. (Not triggered on subclass basic information description box.)
(Specifically NOT triggered in race, subrace, item, spell, feat or background.)

1. Windows 10, Android 2. Try a lot of different Resolutions all had this Problem. 3. For me only on the Homebrew Subclass Page And only if i want to Edit a Class Feature.
I started getting this problem too (Only in create a subclass). It does it on my phone, tablet and laptop on different browsers. Tried all the previous "fixes" and still have the same problem across all 3. Must be a programming issue within the system.

3 I've never used any other homebrew tools beside homebrew subclass.
I've got the same problem. Trying to edit a barbarian subclass and the footer is covering the Description box for a class feature.
I'm using Chrome in Windows 10 at 1920 x 1080.
