Okay, this issue was reported back in 2017 by someone, found it by a google search on 'avs-gateway rejected', link to it is below. But to cut it down it has to do with your billing address not matching. I would advise looking at how your address is within your payment system this can cause problems if you just moved and the likes and havent updated all things, if you are in the US check to see that you just have your 5 digit zip code and no 4 digit routing after it.
Yep, I double check some things and add to correct my name, was missing my middle initial I use for billing and I changed the zip code. I did pay with PayPal, but that wasn't work before with the address as it was.

I'm having the same problem and I know I turned off the pop-up blockers. I get this code:

Tried to pay with card, paypal, and on both phone and computer. Don't know what else to try.
