I just created an Orc Warlord in the Homebrew Monster Creator. It is marked private and published but not showing up in my Encounter Builder which is set to "view both" in regards to "Homebrew".
You said you “just created” it. It can sometimes take up to 20 minutes for freshly created homebrews to filter through to the other tools and Character Builder.
Also, make sure that monster is in “your collection,” not just “your creations.” Only monsters in your collection will be available for inclusion in the encounter builder.
Yes, the monster is in "My Homebrew Collection" and it has been posted over 24 hours ago. It has not been "shared with the public." So I'm still stumped why it is not showing up in the Encounter Builder.
Please post a link to your homebrew. A Staff member or Moderator will be able to view it even though it is not published, they should be able to help you. Just be patient as things are a little behind at the moment as they catch up from their break over the recent holidays.
Having this same issue, I seem to have to unselect all sources in order to see my homebrew creatures in the encounter builder otherwise they won't appear. Makes it a pain to have to reselect all my sources time and time again.

I honestly do not bother to select sources in the Encounter Builder anymore. That is the one place outside of a specific campaign where we can use content shared with us that we don’t own. Since I have access to far more content than I own on DDB, I have found it most advantageous to be able to include some of the lesser known monsters from various adventures and niche sourcebooks when planning encounters. Plus, as you stated, it messes with the filtering. And I homebrew. (A lot.)
Your homebrews won't show up if you have source filters turned on. I had to turn them all off to see my homebrew and import. This all could be fixed if we simply had a check box to tick for 'show owned content only'.
I have the same problem I made a copy of the monster I shared it with the community and it isn’t the only one there are three monsters I have problems with one of which was made from another copy but the other two were made from scratch
I'm having some trouble pulling some homebrew monsters into encounters. I just created five homebrew humanoid monsters, and only one of them—the first I created of the bunch—shows up in the filtered search for the encounter. One thing I noticed was that the encounter builder statblock seemed to have some issues with monsters that are defined as having "Medium or Small" size: the statblock will just display "undefined" in place of "Medium or Small". All five of those monsters had the same size, so I'm wondering if maybe it's an issue of the filtered search having some trouble with that particular size category. I have since changed them all to be just "Medium", but the changes have yet to propagate.
Same here! I'm running a one-shot this weekend and I just added a stat block for the BBEG. It won't come up with my encounter builder at all no matter what I change on the stat block.
Having the same issue with 3 monsters created today. Cant seem to select them in the Encounter builder and for some reason it still shows some i have deleted today as well. Seems like something isnt live updating at the moment.

I just go to homebrew and search the monster by name now, encounter builder hates homebrew for some reason.
This is a newer predicament because I was able to mix official content and homebrew in encounters before but no more.
Don't know why the tools are getting worse instead of better but eh.

Reporting the same issue here. I made a homebrew monster yesterday and I can't populate my encounter with it. Past creations are not an issue.

I have two creations that I made on 3/21/23, ones that I have made afterward aren't showing in the encounter builder.
So, I'm guessing some issue arose between then and now.
