I’m definitely missing it. Where/how do I add a tattoo and its effect within the character builder?

Equipment.

Same as any other magic item.

Under Equipment, manage inventory, add item, click the checkbox and voila.

I’ve attuned to the eldritch claw tattoo. The +1 bonuses are not accounted for in any of my weapons/unarmed attacks. Bug?

Ah nuts. I read it wrong. It’s for unarmed attacks only.

Aye and it is applying the bonus to your unarmed strikes, as far as I can tell. 😊

Are tattoos removed? I can’t find any tattoo in the add inventory menu

i can't find any tattoo's either. trying to add Eldritch Claw tattoo to my rune knight. i have all the correct books. i can see it in the books and can search for it in the phone app but cant add to character sheet.

Nope, they're available and working perfectly.

Then either 1: you don't have the right books, or 2: you only got compendium versions, or 3: you're searching for it wrong, somehow.

Well none of those were actually the reason. Beyond have made it that only GM's can award the tattoo's

No they haven't. 🤣

Found the issue, I had the character in the campaign but was not active, so did not have access to all the content that other characters had
