The race you are referring to is not part of the D&D 5th edition SRD and will need to be unlocked from the marketplace before you can use it on D&D Beyond.
To follow up on Stormknight's answer, you have several options open to you. You can purchase just the race, you can purchase all the races from Volo's, or you can purchase all of Volo's. If you purchase the race or race bundle, the should you decide later to buy all of Volo's, thr price will be reduced by the amount you already spent on elements from it.
if you don't have the budget to purchase or strongly object to paying here, you can homebrew the race yourself. I encourage folks to consider purchasing, as I believe that the staff of Curse deserves to be paid for their work, but I understand limited budgets and have homebrewed some things myself due to budget constraints--and to play with the tools. (My personal rule of thumb is that I homebrew items for pre-gens, theoretical characters, and inactive characters. For characters I'm actively using, I purchase the elements I need)
So I am trying to make a character on here for my campaign, a Lizardfolk, but it is not available.
So even though I own the book IRL, do I need to once again buy it for use on this site?

D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.
