yepp honestly stuff like this have made me mad enough I just started working on my own system for this
Leaving a comment here to give my workaround.
I make a homebrew spell then add the spell to the item. The biggest flaw with this is that you are required to say what kind of spellcaster can do the spell. Make sure you tell your party or pick a class that no one is playing so it doesn't accidentally get picked up lol.
