I can't share any of the backgrounds or subclasses in my collection with my players that don't personally have access to those sort of things; it's annoying and frustrating. I've had this issue with all my players that have their character posted in the Campaign on D&D Beyond. Most of the subclasses are limited to 2 despite me having access to more than that personally, and basically none of the backgrounds I have access to personally can be used for any of players

Do you, or does anyone in your group, have a Master Tier subscription? This subscription level allows you to turn on content sharing in up to three campaigns with up to 12 players each. When content sharing is turned on, all purchased content from all members of the campaign is shared between them.

I've been looking around this morning trying to figure out why my books are not being shared with a new campaign I just joined. I wanted confirmation that even though I am not the "owner" of the campaign, that because the owner is Master Tier and enabled content sharing, that everyone would have access to my books. My friend is new to DDB so they may not realize how to view the content yet, but right now they don't see anything, even though I bought the Legendary Bundle last year and have everything before Saltmarsh.
I thought that having a Master Tier sub let everyone in the campaign share all of their purchased content, regardless of who enabled the content sharing. Is this not the case?
You are quite correct, that is how a Master Tier subscription should be working.
As ArwensDaughter suggests, have the user who owns the subscription check if content sharing is turned on. If it is, ask them to turn it off, and back on again.
Additionally, make sure that the characters in question that are having issues accessing the content are actively in the campaign with sharing turned on.
If the problem persists, please provide a link to the affected characters and what content they are trying to access that they aren't able to access. If you do, please have them use the direct URL from the address bar, and not the sharing link.
I am also eagerly awaiting this feature. Excited to hear it is being actively worked on.
I hope it is deployed before I start running my Curse of Strahd campaign in October, if so I will be picking up Master Tier and running everything through DnD Beyond. At the moment the risk of spoilers is too high, and not enough of my players have enough content on DnD Beyond to not use content sharing.

I wasn't asking a question, per se. I was merely pointing out that, while implementing the most basic content management functionality is great, it is still extremely limited. My comment about the character builder specifically speaks to the following note added in the 'Content Management Update' changelog from October 9, 2019:
"However, elements from the source are still currently available in the character builder, character sheet, and encounter builder. Restricting access in those tools will be coming in a future iteration."
In other words, if a DM blocks content via the content management settings in their campaign, players will still have access to elements from those blocked sources when they're creating/updating their characters. I can't even begin to tell you how many times I, as a DM, have had to ask players to remove spells they've (innocently) selected because they're from sources that I've blocked... but only partially. I've been guilty of it myself as a player. You gain a level, go to add new spells, and everything is available to you. It's just beyond frustrating.
It took YEARS for even this most basic content management functionality to be implemented (see this post, from August, 2017). The "coming in a future iteration" from the above changelog isn't very inspiring. That quote was from October, 2019. I haven't found anything more recent (yet), but the latest official post about this behavior (from February, 2020) confirms this lack of control over the character builder still persists.

I see. I think the Adventurer's League support update would mostly cover such improvements, it used to be on the roadmap, but I don't see it now.
