Since they aren't your original creations, don't expect them to be approved. You'll most likely have to leave them private and for personal use only (that is, only in your own campaigns). Trying to publish other people's IP is a big no-no.

They are ok with that, yes. If you want to put in the time and effort to manually recreate content from the official books, or anywhere else, for your own personal use, then you can absolutely do so. With the caveat that right now, we are still unable to homebrew subclasses - it's just races, subraces, feats, monsters and magic items right now. If you want to publish anything though, it needs to be your own original work.

I think because it hasn't become entered into an "official" 5E Sourcebook yet, as Planeshift is not official, it's more kin to Unearthed Arcana. I think because it hasn't become entered into an "official" 5E Sourcebook yet, as Planeshift is not official, it's more kin to Unearthed Arcana. However, with the recent announcement of the Guildmaster's Guide to Ravnica, hopefully some of those planeshift will transfer over. Until then, you will have to homebrew them yourself.
