Obviously the 40% looks great, what about the 25% discount? How do we know when it's a deal to buy if long term we would like to keep adding until we have the whole collection?

past sales have been in the 20 to 25 range. so seeing a 40 off right now is very surprising in a good way. typically, there's usually not a big discrepancy in the amount of the sale, rather what items are on sale. If you see something you want at anything over 25 off, that's a better deal than usual.
later in the year, you'll see bundle only sales, or adventure module only sales. Sitewide sales tend to happen closer to Black Friday and the holidays.

I know there is a lot more content now than when I bought it myself so it isn't as easy to take the leap on buying one. If your group all wants to own content on here, that can be a cost sharing option especially if you meet in person. But even if you play virtually one can always do a sub during the months you are playing so that all the content can be shared for use with the campaign. There are some posts in recent past in this thread talking about sharing the costs like this.

There is no way. Physical and digital are separate products, so if you want both, you have to buy them separately. Alternatively, you can buy the physical-digital bundle of a book only from Wizards' website, but that is only for some books. You may also want to read this thread for more info: Hardcover Books, D&D Beyond and You FAQ.
If you do not want to spend any money, you can manually input all the information from your physical books into Beyond via private homebrew. This will take a lot of time if you have a lot of books, and it is not worth it in my opinion. You are better off spending that time getting a temporary part time job for a month or two, as you will earn the money faster than if you manually input everything, and you might as well just get the Legendary Bundle at that point.
Can I just check that when they say that Master tier subscription can share their books/content with other players, does this mean that you can share with people who do not have subscriptions, just free access accounts?

Yep! If you have Master Subscription, you can turn on content sharing in a campaign that you are in, and everyone in the same campaign with content sharing on will have access to your stuff and everyone else's stuff.
Keep in mind you can only turn on content sharing for up to 5 campaign. And when content sharing is on, EVERYTHING is shared and you cannot choose what is or is not shared. The campaign creator can choose to disable access to compendium content for books (only for players who have not purchased the book; if you have the purchased a book on Beyond, you will always have access to it), but the campaign creator cannot disable access to options in the character builder.

If you do not mind waiting a bit, it is best to get bundles around Thanksgiving and maybe Christmas since that is when there is a discount on bundles, so you might be able to get her all four books at once in the player bundle (the player bundle got PHB, SCAG, XGTE, and TCOE; MP:MOTM is outside the bundle though, but I think it should replace SCAG with it since SCAG is kind of redundant).
If I were in your shoes, I would actually just stick with the free stuff first so she is not overwhelmed by all the options during her first campaign. Then on her second campaign, I would get the PHB and all the other books. If you must get something now, then just get MP:MOTM for the races (having a bit more races hopefully would not overwhelm her too much; in my experience, it is the subclasses and spells that new players dwell on a lot), and wait until around Thanksgiving and get the rest of the player bundle then. If you want to be a bit more fancy and do more than just a book, get her one or more sets of dice (some dice are really pretty) and maybe even get her an unpainted mini based on her character, and paint the mini yourself.

If she is invested enough into D&D by Thanksgiving/X-Mas time, I'll definitely try to get a discount on the Player Bundle.

You need to join their campaign with a character. After you are in the campaign, make sure you turn Content Sharing on.
Keep in mind you can only Content Share up to 5 campaigns.

The Players Bundle contains the following books:
Tasha’s Cauldron of Everything
Player’s Handbook
Xanathar’s Guide to Everything
Sword Coast Adventurer’s Guide
Buying it will give you access to the optional features, subclasses, feats, and other additional options contained in those books, which includes the options in Tasha's.
You'll want to make sure you enable "Optional Class Features" in the "Home" tab during character creation.
