I've purchased a couple of the "books" so far and the LB is now listed as $317.00 for me, which includes the upcoming Ravnica & Waterdeep adventure--if I wait until, say Christmas time after those items are officially released, am I to understand that the price of the LB will have gone up?
Basically, whenever a book is added to the Legendary Bundle, the price goes up by the cost of that book. If they're listed as part of the LB, then the cost has already been baked in. (Unfortunately I can't double check this since I already own the bundle, so it doesn't show up on my marketplace page.) When I bought the bundle, the two Waterdeep adventures had been announced but not yet added, so I had to buy them separately.
The good news is when you kick out for the LB, you get a discount on everything else you buy from that point on, which stacks nicely with the almost ever-present 25% off codes floating around. So I bought the two Waterdeep adventures, the Eberron book, and pre-ordered Ravnica for a grand total of like sixty bucks.
I checked the Marketplace listing for the Legendary Bundle, which I don't have, and it currently does not include any of the pre-order books (Ravnica and the 2 Waterdeep books). So that price will go up when they are out, yes.
However, the price of the Legendary Bundle also goes down if you have content already unlocked through other purchases, and the discounted price that the Legendary Bundle represents is applied to all future purchases.
I had originally purchased all content that unlocks features in the Character Creator tool. When I decided to DM, I purchased the rest of the content as a Legendary Bundle, and it removed from the price all content previously unlocked. Since then, I've purchased three items that were released or could be preordered since getting the Legendary Bundle, and they were all discounted as if they had been part of it.
So just wondering here maybe I missed it. But if I do the monthly or yearly payments Do I get access to the books and other resources.
No the subscription removes ads, gives you unlimited character slots, allows you to use public homebrew on your characters, and (if you choose the Master subscription) allows you to share purchased content in up to 3 campaigns.
The only way to gain access to the books is to purchase them, or piecemeal purchase the content from within them (eg. buying the races from Volo's).
If I get the master level subscription does my players have to have a player level subscription or can they use the free level. I failed my preception role.

Your players can have free accounts; they can use any of your content (or content others purchased) for their characters in your campaign, and have access to any compendiums you (or others in the campaign) "own."

24.99 is the full book. You can purchase the character builder options separately if you only want the things like magic items and DON'T want the adventure itself.

There ARE references to chapters in the Player's Handbook, Monster Manual etc (which are hyperlinked) but the stats for all of the monsters you need are included.

Umm...typically stats for monsters in the Monster Manual are not reprinted in adventure books, but stats for monsters from books like Volos ARE reprinted in the adventure. (This is the case, for example, with TOA). Are you saying, Stormknight, that Dragon Heist is different in that respect? I don't have it to check.
You do not necessarily need the entire Monster Manual; many of the monsters in the Monster Manual are in the SRD, which is available for free here. And you could just purchase those monsters from the MM that you need for the adventure (although this means looking through and finding them all). That's what I did for parts of TOA, although I'm pondering just finishing out the MM for convenience sake.
Just checked, and neither Bandits, Trolls or Stirges is in the Waterdeep compendium but are in an early encounter. What is are all the unique enemies and NPCs introduced in the adventure and not reproduced elsewhere, from what I can see at a cursory glance.
That said, perhaps those monsters not in the compendium are still unlocked for the sake of running the adventure without purchasing other content? It would be cool of DDB to do so, but as I have all content unlocked I can't test that.

For what it's worth, the three examples I gave are in the Basic Rules.
They wouldn't include the free content in the adventure, as anyone who buys the adventure already have access to the basic rules and SRD. :)
