There isn't a need for a poll. RAW says no. Your DM may decree otherwise and allow it, but the rule is no. The game is balanced around you not being able to. It may make sense that you could, but it's a game with a lot of abstraction to make things work well. Again, the DM may override this rule and that's all well and good, but RAW says no.

If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
No, that would effectively mean builds that can use 2 actions every single round. Absolutely not.
No it would mean you can use two bonus actions every single round if you are willing to give up your Action.
I noticed the thread title is "can" while the poll is "should" which are different question, can RAW is a clear no as others have said.
In a campaign which I am a stars druid my DM has house ruled that you can. I have done so a couple of times mainly when a colleague went down when I am in archer form before I reached level 5 to cast healing word and make a starry form attack , without the house rule I would have replaced the starry form attack with thorn whip or something, I do not think anyone else in the party has used it.
Generally speaking the times when your 2nd choice for a bonus action is better than your 1st choice for an action are very rare (and usually the difference is small) but I am sure some optimizer could make a build that could exploit such a rule change.

Is it possible to use a bonus action instead of using an action if a character doesn't have a bonus action?
No, it is not. You may only use a bonus action if you have a feature that uses it.
