I wanted to make a subclass ability that increased melee weapon attack damage by half charisma score, but couldn't figure out how to do it, if it's even possible. Anyone know?
No, there is not a way to divide down an ability score modifier.

You could of course put it in as a fixed modifier and manually change when it changes (it is unlikely to change more than once in a campaign).
