So I've read on a few different sources from different parts of the community and I'm confused I would like to know if sea elves are able to just breathe air normally like every other race or if like from a few sources I've read it states that they can only breathe air for short periods of time I'd like some clarification to help my DM be able to properly apply the rules

I'm assuming you mean Sea Elves as a playable race from MotM.
There is no mentions of time restrictions, just that they can breathe both air and water. They can breathe air just as well as anyone else. There are no additional restrictions.
However, sources matter. The Kobold from VGtM is effectively a different race to the one in MotM and one does not affect the other. If you've gotten your Sea Elf from somewhere else (say, Volo's Guide to Monsters), then the restrictions, if any, present in that race need be account for.
However, the MotM version has no restrictions.

There's nothing in MToF on Sea Elves being limited in how much air they can breathe either. At a guess, I'd say it's probably a trait they had in earlier editions when more races had drawbacks.
Even the OG Sea Elf states flatly that they “can breathe air and water.“ There has never been any time restriction on how long a sea elf can breath air. As opposed to a race like the Locathah which specifies that they only have limited amphibiousness:

Sea elf and seals can breathe air but seals are limited in the ammount of time they can hold their breath when going underwater.

If so then ""the different sources from different parts of the community"" the OP read must have been from earlier editions dating 20 years old or so.
More than 20 years ago, that was a 2nd Edition thing.
