I need to organize a DND club using DND Beyond. I have the account setup with content materials. I would like to know of a way to allow the DM to access the content to run the sessions but without access to my account. Is this possible?
Yes. Get a Master Tier Subscription from the subscription page. Create a campaign and turn on content sharing. Anyone in that campaign will then have access to your content (in fact, everyone's books will be shared, regardless of who has the subscription). You can even get a month's free trial. After that, it's $4.58/month.

The DM needs to be the one to create the campaign so they can have full access to each character sheet.
As the master tier subscription holder, you would just need to drop a character in each of your DM's campaigns. You can enable content sharing in up to 5 different campaigns. Each campaign can allow up to 12 players (11 after you have dropped a character in each), and up to 99 characters (98 after you have dropped a character in each).
For each campaign you enable content sharing in, any purchased material by you, the DM, or the other players is automatically shared with the other players in each of those campaigns. The caveat to this is the PC options are limited to the campaigns they are shared with. Say you didn't purchase TCoE, but Dave in Campaign 1 did, characters made in campaign 1 would have access to the TCoE PC options, but not in other campaigns Dave is not in.

No, the Maps feature currently does not allow Content Sharing at this time.

Remember the maps tool is still in alpha and while it is getting many great updates sharing may complicate the tool to much at its current state of development. A sure way to express your concerns is to use the maps tool feedback through the tool itself and not in the forums, feedback is desired through the tool and forum discussion tends to get threads locked.

I’ve realized my players have a hard time accessing shared books on the DnDbeyond app. They joined my campaign and I enabled content sharing on it with the new 2024 Player’s Handbook, however players have reported to me that on the DnDbeyond app they can’t seem to access any of the content of the books (even though their characters and our campaign show up in their app).
Does content sharing only work on the web-version of DnDbeyond? If yes will there be a potential fix for that in the future?

It should work fine on the app, in fact it's usually the easier way of accessing shared books. Try turning off content sharing and turning it back on again then get everyone else to log out and back in again to see if that helps. If they can access it they should be able to go to the library section on the app and see the book with "Shared With Me" next to it and an option to download

Would it also work if i used an already created character in the campaign or do i need to make a new character entirely?
You can join with a character you’ve already created
