Title pretty much sums it up, how do I force a spell to show as using spell slots and damage calculation at the leveled spell for Warlock?

at will spells typically utilize lowest level of spell even when on a warlock. To up-cast something you need to spend a spell slot or a pact-slot. Only way would be to basically just homebrew a new spell maybe?
