I'm going to try and be vague on what I say because my DM checks this sometime. I am sorry if this is long and doesn't get the point across easily. I'm not a very good writer.
I'm playing a homebrewed Champaign with a few of my good friends. When I rolled up my character I was very excited to play him. After a few sessions, another friend joined our party. That's when it started. He created a character that was most the same as mine, but better. I felt as if I was rendered useless. So I asked my DM about changing my character. Him, being the great DM he was allowed my to change. I created a new character that I was happy with. But only for a few sessions. I now want to change my character again, but am nervous about asking my DM. It was sort of recent anyway. I want to try and kill my character instead, and make it look like I wasnt trying. The problem is, we have a cleric that has spare the dying, and a few other healing spells. What should I do?
"Spare the Dying" has a range and a time limit. You're not always standing near your cleric when you drop. Sometimes things don't go according to plan. Sometimes the party gets split up. Sometimes somebody has to be the one to take the risk, to chase down the last fleeing bad guy, to lunge into the darkness hoping for the best.
And sometimes it doesn't pan out. Sometimes being a hero gets you killed.
So... Be a hero.

Personally, I'd just level with the DM and say "Hey, I thought I'd enjoy this character, and for a little I did, but lately I haven't been feeling it. Could we retire or kill this character in some way?"
I created a new character that I was happy with. But only for a few sessions. I now want to change my character again, but am nervous about asking my DM. It was sort of recent anyway.
Putting on my DM cap, my question would be: why do you want to change your character again? And so quickly? Is the character not fun to play? Have you gotten yourself into some RP fixes that are forcing you to RP in a way you don't like?
It's hard to know why you want to do this since you don't say, but reading between the lines, based on your previous reason, could it be that the character is not "powerful enough", just like your last one? In this case, you need to solve that problem first: what makes the character "powerful enough" and how can you build a character that will be?
And I've gotta tell you, as a GM, I have had players like this, who keep wanting to change their character, and in my experience no character is ever "powerful enough" if you have a good DM, because what players who do this often really want is an unbalanced character that is better than everyone else, and a good DM generally won't allow that. This leads to the rotating character concept issue. But maybe I'm wrong -- since you didn't really say why you want to change it.

What you absolutely should NOT do is purposely die but try to hide from everyone that you are trying to get your character killed. You should tell your DM the truth and have a conversation with him. Never try to keep things from the DM. It will only lead to hard feelings because the DM will not know what you want and will be unable to give it to you as a result. Not knowing you want the character to die for instance, and knowing you just made it up and thinking you'd want to keep it, the DM may make rulings in your character's favor that keep him alive, for example. Maybe an NPC will cast spare the dying or heal you. Maybe the enemies won't take that last attack on you with 1 hp and will attack another party member. All the things DMs may do depending on the style of the DM to keep characters alive, he may do because he won't know you want the character to die.
Also, death is a significant RP event in a party, and you shouldn't be making all your fellow gamers RP about the death of a character you don't even care about, and in fact you care so little about that you just want to kill it off and move on to something else. Making them take the character more seriously than you apparently do is rather disrespectful to your game group.

try retiring your character the next time he gets some gold and have him become an investor for your next character, so you can give him some of your equipment, and maybe even become a great npc everybody loves instead of killing him outright.
I see your point, though I dont want a character that's stronger. My character is strong as he is. And I see your point. I'll have to reevaluate my choices.

You haven't explained why you want a new character again. The first time, it was because someone was stepping on your toes by playing the same type of character (though you were vague on what you meant by "same type" -- class? Race? Background? Stats and Feats? All of the above?).
The second time, you made a character you were happy with (your words), but after only a few sessions (again, your words), you want to change your character again. What made you go from being happy to wanting to change this 2nd character? You have not said why.
