And if ~$30 for a whole book when all you want is just enabling Lizardfolk as a race option in the character generator, you can buy races piecemeal for $1.99 or as part of a bundle of all the book's races for about $10. If you eventually decide you want the whole book, those purchases are credited to the cost of the book.
Or you could home-brew the race from your existing print collection, which isn't that hard once you do it once or twice, I'm not sure whether DND Beyond officially endorses that approach but it is a "free" option.

True, I always thought the Basic Rules were basically the SRD with a "how to play" framework layered over it. Might be right about the DMG race examples, I thought they were in the same purchase category as the Death Domain and Oathbreaker. Regardless in the time since this thread was created a year and a half ago, the Lizardfolk remain a non freebie, requiring either purchase or homebrew labor to play.
I'll wait six weeks for someone to chime in here on whether the existence of MMM will have any bearing on the Lizardfolk.

The standard Basic Rules only include the 4 “classic” character classes of Fighter, Rogue, Cleric, and Wizard with a single subclass for each. The SRD also includes the other 8 classes from the 5e PHB, and a single subclass for each of them. There may be other differences, but that’s the most significant to my recollection. The DDB version is labeled simply as “Basic Rules,” but should be more accurately titled as the “Basic Rules & SRD.”
You'd need to either buy Monsters of the Multiverse ($29.99 without discounts applied), or just buy the race from that book ($1.99 near the bottom of the page for just the race):
