For my part, I usually draw the light at non-magical swords for wood cutting (because they really are not designed for it) but the question was about a battleaxe.... which is really designed for it with a much deeper and better reinforced blade.
If battleaxes were designed to chop trees, then they would design woodcutters axes to be more like battleaxes. They do not. They are designed differently because they are designed for different tasks. A battleaxe could very well get stuck and snap while attempting to chop down a tree. A woodcutters axe is designed specifically not to do that. That’s why it has a shallower bite and it’s head is 80%+ iron. A battleaxe is designed differently for a reason. Can you chop down a tree with a battleaxe? Sure. Would you use a battleaxe if you had a woodcutters axe handy? No, you would use the woodcutters axe because it is cheaper to replace, better designed for the task, and wouldn’t leave your weapon dulled to shit in case an owlbear jumps out of the woods.
A battleaxe also doesn't have the same kind of mass as a wood cutting axe does...because it's not designed for cutting wood.
If someone tried to cheese the system as the OP suggested by picking "utility" weapons, on rolls of 1, I will break those weapons because they are not being used in the intended manner.

Why always so pedantic? Battleaxes are not always silly things with massive blades any more than great swords are anime style with silly-super wide blades. And you would use a woodsman's axe for exactly the reason you state. You either can only afford a woodsman's axe, or you have woodsmen to cut wood for you.
However if your DM is making you deal with weapon dullness for chopping wood, but not for going up against heavy steel armour, then they are being ridiculous.
I am well aware that there never were any massive silly battleaxes in actual accounted usu. Also, my DM is a frigging blacksmith. He makes axes as weapons and as tools. He has explained to me the difference in construction and metallurgy and the reasons behind it.
You could potentially snap the head of a battleaxe trying to chop down a tree. It isn’t spring steel like a sword which is designed to flex. It isn’t iron like a wood axe so it’s designed to absorb impact. It isn’t as broad as a wood axe so it’s designed not to snap. It isn’t as heavy as a wood axe which is designed for repeated impacts on some of the most resilient materials on the planet. (Wood can be one tough mother to cut through.) A battleaxe is more steel so it holds an edge better and lighter so you can swing it faster in a fight. And no, chopping through a pice of armor with a battleaxe is surprisingly way less of an impact than chopping into a living tree. I would know, I’ve done both.
If I had both a battleaxe (weapon) and a regular Wood axe (tool) and I had to chop down a tree I would pick the wood axe because it does the job better, faster, and with less work on my end as it is better designed for cutting down trees. Just like I could filet a trout with a backsword, but I would do a better job faster using a filet knife. I could chop vegetables with a Greatsword, but I could do it better and faster with a chef’s knife. I could cut my toenails with a machete too, but I’d still rather use nail clippers.

Not a lot of Troops but there are some HQ, Elites, Fast Attack, and Heavies that still use them.
