So long story short, basically a dragon attacked an elf city, players were sent to help them.
Now they are level 7 and the dragon was going to be a young dragon, a hard fight but not impossible.
However one of my players said: "Hey if the dragon attacked the elves and they made a deal with it to not destroy their city, then it must be super powerful and probably out of our league if a whole city of elves that live for hundreds of years and have an army can't kill it and have to bargain with it instead!"
But they have gone there anyway, and now I have to make the dragon more powerful (adult) with this logical conclusion that someone made. So now a dragon fight is out of the question as it will be way too powerful now.
But they need to "defeat" this dragon so the elves will help them fight in a war.
How about it was a young dragon, and was chased off by the Elves, but they didn't chase after it and leave their city open to attack from the dragon out maneuvering the army. If the party can take care of the dragon, the elves can send their army to help the party. It knows of the threat the party is trying to get help against, and is working to keep the elven army tied down protecting their city.
There are options. Also the elven city could be having issues not related to the dragon. Its military forces can be out and about because they are fighting on another front and a young dragon took advantage of their absence. The nobles and leaders could be going to the capital to hobnob in court and aren't around to take command of the situation.

How about feeder quests that allow them to gain allies or limited-use items?
“Defeating” doesn’t have to mean combat.

It's entirely possible that the dragon is disguising itself. Everyone knows its around but no one can find it so they can't get rid of it.
Or a young dragon somehow made an illusion so it appeared to be an ancient dragon.
