Gith can do that already. +2 to wisdom with light and medium armor proficiency.
Oh right, it's really only the Charisma and Intelligence classes that are likely to have particularly bad armor options, all the Wisdom focused classes either already have it (Cleric, Druid, Ranger) or can't effectively use it (Monk).

Uncertain....does seem odd its available as pre-order everywhere else but here. I think its because they can't ensure they will have the CFV, racial flexibility, etc.... ready by November.
I've heard this but haven't seen any references for it...is there an article or post? The only official one I saw on here was just saying they would let us know when its available.

Just an example. If any one races is objectively a better choice for a given class, then changing the racial score didn't solve the problem, just shuffled it around a bit.
Now please understand, I don't actually care. I didn't see an issue with stat bonuses being tied to race to begin with. I believe that a Dwarf wizard for example was no less viable than an Elf wizard and that in my opinion is still true. However, if you are going to argue that having to spend an ASI to catch up to another race is bad, then things have not actually changed all that much.
Again, this is just my opinion and not a claim of fact.

The big three digital license holders, DnDBeyond, Roll20, and FantasyGrounds do not have it available for digital pre-order, presumably yet. I don't believe anyone else has the rights to digitally publish 5e. The only other big storefront I can think of is DriveThru, but they do pdf and so you won't find official WotC 5e books available in that format.
Why no pre-order. I too haven't seen any official statement saying "Wizards is blocking or not authorizing pre-orders" ... that would be a weird official statement for any licensee to make, at least worded with that tone. My speculation:
1.) Maybe the licensees have agreed to hold off on pre-orders until Celebration (this weekend), that would still put it in roughly the two month timeframe consumers are accustomed.
2.) If the digital providers are somehow "behind" the usual time table, it could be because there's a few major rules options, and the providers need to maintain the core RAW in PHB (for people who won't be buying into Tasha's) and allow for a toggle or branch to enable the more "unbound" legacy and class variant content. It might be a "bigger lift" developmentally than prior content excluding the initial rule sets (although this is arguably more complicated because the initial rules were digitally developed in a relative vacuum whereas Tasha's has to allow innovation but also maintain the prior rules). I imagine, at some point in producing a digital edition, WotC is seen a sort of "proof" to make sure the edition meets their expectation. Given there are some key feature changes, more so than past, and the need for the platform to maintain the old RAW, that presentation or review may take a little longer than past editions.
My bottom line, I don't really care when Tasha's goes online for pre-order, or if I have to wait a little longer past Nov 15 to access it on DDB. I'm going to grab the hardcopy anyway, and then decide (probably affirmatively from what I've seen) whether I want to get the digital edition added to my collection. When I do make that purchase I want to make sure the content that affects character generation works seamlessly on DDB. That's more important to me than my chance to say "first" when I get it and be faced with bugs and errors that could have been identified and addressed if the developers had the time to thoroughly pressure test the book's impact on its system.

I think #2 is likely the reason. I do not think its weird to be transparent with why something is not available yet...if WotC is saying waiting for Celebration they could use it as an opportunity to promote the event. If its #2 its an opportunity to get ahead of the issue from a technical/PR standpoint and say that they are assessing if they can deliver on the goods by Nov. 15th or not. If they can't its better to let people know sooner rather than later. The closer it gets to Nov. 15th with no information the worse it will be if they have to announce they cannot deliver.
Either way by not addressing it only leaves people to speculate and potentially share incorrect information which is almost never the better option.
Good for you can afford to buy both a digital and hard copy...not everyone has that luxury. I will likely only purchase on DnD Beyond as I have not invested in the hard copy for several books at this point. I am hopeful they can get it done before then but knowing either way would be appreciated.

I wonder if they will release it at a lower price then? Could be a way to at least get some income from the book then charge later on for the stuff they couldn't get to work.

You can pre-order through local game stores and Amazon, so physical books seem unaffected. As far as digital sources I can't say anything.

I usually preorder physical books, and they seem unaffected as far as I can tell. Amazon has preorders, as does my FLGS.
