I think it would be cool for Dragonborn to have a recharge ability for their breath weapon. Maybe a Dragonborn specific feat that empowers their breath weapon by allowing the possibility of a recharge and maybe giving a flat bonus to the damage or save DC for it.

Dragon Breath
Prerequisite - Dragonborn (race)
Increase your Strength, Constitution, or Charisma by 1, to a maximum of 20
The damage dice for your breath weapon turn into d8s
During combat after using your breath weapon, roll a d20 at the start of each of your turns. On a roll of “20” you regain use of your breath weapon.
I would change the last feature to a d12. Otherwise it's essentially just once per short rest, since most combats don't last 20 turns. In fact, "combat" isn't a specifically defined thing. I would remove the "during combat" and rephrase it to this: At the start of each of your turns, roll a d12. On a 12, you regain a use of your breath weapon.

Granted I know that takes away from the attempt to recreate the Recharge feature, which I believe right now within the game is exclusive to NPC creatures, but it simplifies it a bit and still lets a Dragonborn player reliably use their Breath Weapon in every combat at least once.

I know it's moderately off-topic and I'll keep it brief...but I was just thinking about the pixie/sprite PC thing and the thought came unbidden to my mind of a warrior sprite cracking his knuckles in front of a band of brigands. They all laugh...right before the sprite's Astral Arms manifest and also crack their knuckles, Devil Bringer-style, because the sprite is an Astral Self monk whose arms are these huge, heavily-armored gauntlets of his conqueror's soul.
I'd play the shit out of that, don't think I wouldn't.

I agree this is probably the best way to go. Sort of like your body recognizes its suddenly in danger and its instincts kick in to "refill the tank"

Con based stuff would be cool, but sorcerer IMO should have con casting ability

In fact, the latter for me is more interesting as it could be a way to create a viable pacifist/exclusively RP/adventuring-focused character. They don't damage in combat but they don't die easily either.
Their combat abilities could all be purely defensive (absorbing lots of damage, dodges, blocks, amazing speed or some such) so they can survive and even be a tank (they attract enemy attention while the rest of the party does damage) or otherwise useful in combat while not hitting things.

The problem with a pure defense stonewall class is that it's absolutely the opposite of 5E's Rocket Tag style for fights. When most encounters tend to shake out in about 3 rounds anyway, a class that focuses purely on absorbing, resisting, or dodging damage but doesn't bring any offensive options to the table has a bad risk of being labeled as more of a hindrance than an asset. Besides, the Bear totem Barbarian already has "resist everything" as their thing.

Imma just run through some classic homebrew class concepts: blood wizard, brawler, anti-Paladin, summoner, eater ( I.e. character that eats monsters to buff themselves up or gain the monster’s traits ) and hunter/trapper/alternate ranger, just Puttin’ some stuff out there.
I heard some people talking about a plant race, so I made one here if anyone's interested.

I would like to see an official Darkling character race. Totally tropy, but I would love to play a cloaked wrapped light sensitive character who, at some level, gets glowing tattoos that makes his appearance change.

Not quite Tiny PC pixies, but realistically about as close as Wizards is likely to get. Especially with that 'Fey Passage' bit that lets them ooze their way through gaps. Heh, one of the DM people for my group is Fry Meming the fairies even harder than he did dhampir.
